Project: Washougal River Greenway Trail Overlook Deck Project

Project Description:  Conducted wetland and habitat assessments and prepared associated reports for the overlook deck located along the shoreline of the backwater ponds of the Washougal River. Prepared the SEPA checklist and Master Shoreline Program Substantial Development Permit report in conjunction with Otak, Inc that addressed potential environmental issues and shoreline development requirements, respectively.

 

Project: W Street & SE Sunset View Road Culvert Replacements

Client: City of Washougal, Washington

Location:  4 locations on within the Washougal UGA

Project Description:  Conducted wetland and habitat assessments for two culvert replacement projects on W Street and two on SE Sunset View Road. Prepared permit information for review by federal and state agencies under Sections 404 and 401 of the Clean Water Act and locally under the Washougal Critical Areas Ordinance. Prepared a biological assessment that addressed project impacts to ESA listed fish species in the stream. Consulted with the Corps and NMFS on ESA issues. Other permitting documents included a SEPA checklist and Hydraulic Project Approval (HPA).

 

Project: Heritage Farm

Client: Clark County General Summer 2014

Location:  N.E. 78th Street, Vancouver, Washington

Project Description: Conducted a wetland delineation and assessment for the Heritage Farms parking lot for the County’s Heritage Farm site which is located along NE 78th Street at the old WSU Extension Service site. Currently working on preparing the environmental permitting documents through Clark County Department of Environmental Services.

 

Project: Payne Pump Station

Client: Clark Regional Wasterwater District – Sub to Carollo Engineers

Date Completed:  In progress

Location:  Clark County, Washington, NE 29th Avenue

Project Description:  The project components consisted of a sanitary sewer pump station (wet well, valve vault, electrical components, and emergency generator) and associated gravity sewer and force main. TRC conducted a wetland delineation and habitat assessment for the project area under the guidelines of the Clark County Critical Areas Ordinance and 2010 Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys and Coast Region. Prepared reports that outlined the results of the assessments. Prepared SEPA document for submittal to Clark County. Prepared restoration plan for critical area buffer impacts.

 

Project: City of Stevenson Multi-Purpose Trail

Client: City of Stevenson, Washington

Date Completed:  Summer 2013

Location:  Stevenson, Washington – Skamania Lodge to Mallicot Road

Project Description:  Conducted preliminary wetland assessment to assist in determining route alternative. Conducted a wetland delineation and assessment along the trail corridor. Prepared NEPA documentation to meet WSDOT Environmental Classification Summary (ECS) and ESA letter of no-effect. Tasked with preparing JARPA form and wetland mitigation plan for submittal to Corps to obtain Section 404 permit (NWP 18 – Linear Transportation Projects). Prepared documents to obtain permits under the City’s critical areas ordinance.

 

Project: Port of Camas/Washougal Powerline Rebuild

Client: Clark Public Utilities

Date Completed:  Spring 2013

Location:  Port of Camas/Washougal Industrial Park

Project Description:  Conducted wetland and habitat assessments for the rebuild of a short section of the powerline that was destroyed during the fall 2012 wildfire through that area. Prepared the SEPA checklist and assisted CPU with the SEPA determination. Consulted with the local, state and federal agencies to determine permit requirements for the change in location of the powerline.

 

Project: Paradise Point – Well Field & Treatment Plant

Client: Clark Public Utilities

Date Completed:  Spring 2013

Location:  Paradise Point – East Fork of the Lewis River

Project Description:  TRC prepared the environmental documents for the permitting of drinking water facilities including: the wells, pump houses, settling ponds, and pipelines. The pipelines will be bored under the Lewis River. The project area contains jurisdictional wetlands.  Permit requirements included Clean Water Act Section 404 permit, biological assessment for ESA issues and consultation with NOAA Fisheries, Hydraulic Project Approval (HPA) through Washington Department of Fish and Wildlife, and locally wetland and habitat permits under Clark County’s critical areas ordinance.  TRC initiated the mitigation plan through soil amendments, the installation of native plants, installation of irrigation, and site maintenance. The site will be monitored and maintained by TRC through the end of the 5-year monitoring period.

 

Project: Beebe’s Landing Boat Dock

Client: Jim Stevens

Date Completed:  Spring 2013

Location:  East Fork of the Lewis River

Project Description:  Prepared a level II habitat assessment for a boat dock at the mouth of the Lewis River. The report included addressing habitat (19.15.130) and other critical areas regulated by the Cowlitz County Critical Areas Ordinance 19.15. This included the preparation of a habitat mitigation plan to compensate for loss of shoreline habitat.

 

Project: Campen Creek Culvert Replacements

Client: City of Washougal, Washington

Date Completed:  September 2012

Location:  3 locations on Campen Creek in Washougal

Project Description:  Conducted wetland and habitat assessments for a portion of Campen Creek along 39th Street. Prepared permit information for review by federal and state agencies under Sections 404 and 401 of the Clean Water Act and locally under the Washougal Critical Areas Ordinance. Prepared a biological assessment that addressed project impacts to ESA listed fish species in the stream. Consulted with the Corps and NMFS on ESA issues.

 

Project:  Washougal Waste Water Treatment Facility Expansion

Client:  City of Washougal

Date Completed:  May 2011

Location:  Washougal, Washington, south of SR-14

Project Description:  TRC identified and delineated wetlands east of the existing treatment facility and prepared a report under the guidelines of the Corps of Engineers Wetland Delineation Manual (1987) and City of Washougal’s Wetland Protection Ordinance.  TRC prepared the permit application and compensatory wetland mitigation plan for impacting 4.6 acres of wetland through the Corps and Washington Department of Ecology.  TRC consulted with U.S. Fish and Wildlife Service for approval of the compensatory mitigation due to the adjacency to the Steigerwald National Wildlife Refuge of the treatment plant expansion and mitigation areas.  Currently, TRC is conducting the annual monitoring of the mitigation areas for this project.

 

Project: Leadbetter Road Extension

Client: City of Camas Public Works Department

Date Completed:  August 2010

Location:  Camas, Washington, Leadbetter Road

Project Description: Conducted wetland delineation/habitat assessment for the extension of NW Leadbetter Road from NW Howard Street to NW Parker Street. Prepared permitting documents and mitigation plans to obtain permits through Sections 404 (USACOE) and 401 (Ecology) and City of Camas Critical Areas Ordinance. Prepared the NEPA documents to meet WSDOT requirements for the project.  Currently, maintaining and monitoring the wetland compensatory mitigation areas.
